+What the old paragraph says, is that if you support a convention, you'd
+better provide the corresponding package, which makes sense to me: if you
+interface with programs, you'd better interface with data also (note that

+even if you don't support the convention. I'm OK with that, but I don't

+The original view of the ARG was that you can provide the convention pragma
+with or without the package (the paragraph says should not shall) but not the
+package without the pragma.
+
+But the meeting in Burlington changed its mind to say let either be provided
+independently. Hence I rewrote it that way.
