+"It" here is the junk time zone parameter. "It" is in draft 23, since as you 
+say, that's where you saw it. But "it" isn't in the AI's !wording section, so 
+the text the ARG approved did not have "it".
+
+Since the !corrigendum and the draft RM both contain the same mistake, the 
+matching tool (built by Pascal years ago) that normally would (and does) find 
+such typos didn't catch it.

+In any case, it's fixed in my working draft and I repaired the AI as well.
